ITA Governing Boards has been established by the Law on system of indirect taxation in Bosnia and Herzegovina (Official Gazette of BiH, No.44/03). Governing board consists of six members.

Members of the board are, by their position, Ministers of finance of BiH and entities, Federation of Bosnia and Herzegovina and Republic of Srpska , and three experts for the field of indirect taxation. The Council of Ministers appoints chairman of the board as additional (7 th ) member of the board for the interim period of four years. The governing board is responsible for determining proposals on policy of indirect taxation in Bosnia and Herzegovina .
