Neum, May 28 to 30, 2009 – In organization of the consulting and publishing agency “Revicon” from Sarajevo, X. International symposium was organized in Neum on the topic “European path of BiH in light of the economic crisis”. The conference was opened by Mr. Željko Komšić, member of BiH Presidency. In the section “Taxes”, lectures were given on impact of direct and indirect taxes and different system arrangements in BiH, neighboring countries and European Union on alleviating negative impact of the crisis. Ms. Zdravka Barac, tax advisor from Croatia, presented analysis of VAT rate policy in the EU, its evolution and legal framework, focusing on reduced rates and application of zero rate. Revicon expert presented models of income taxation, emphasizing progressive taxation of income and flat-rate model. Within the same section, Dinka Antić, PhD, head of Macroeconomic Analysis Unit gave a presentation on “A need for redesigning a VAT policy in light of the economic crisis”. She stressed a role of fiscal policy in combating with the economic crisis, and underlining a non-existence of consistent respond of the EU on the crisis. She presented measures in the field of VAT policy that are being carried by the Member States of the EU. Measures of the EU members in the field of VAT policy are either temporal or long-term ones, focused on solving certain national problem: maintaining of fiscal sustainability, boosting aggregate demand or saving liquidity of companies. The VAT system in BiH is well-balanced and includes the best experience and practice of the EU members. Due to high importance of VAT revenues for fiscal sustainability Bosnia and Herzegovina should keep the current VAT system and prevent an erosion of tax base and revenues, Dr. Antić concluded.

Sarajevo 30 December 2008 - 95th ITA GB session was held
The most important item on the agenda was certainly the draft Law on Excise Duties. Governing Board managed to agree regarding the proposal of draft Law on Excise Duties proposed by the Working group established for drafting the Law on Excise Duties in BiH. Proposed draft Law on Excise Duties was submitted to the GB members with few alternatives related to tobacco and tobacco products, alcohol, heating oil and refunds, on which members of the WG could not make an agreement about. GB members resolved dilemmas regarding mentioned excise products so the law was adopted and it will be sent to further procedure.
Out of other discussed items, GB adopted the Decision on Compensatory Interest Rate for the period from 1st of January 2009 to 30th June 2009. Compensatory Interest Rate will still amount to 12% for the next six months.
Proposal of the Law on Amendments and Supplements to the Law on Customs Policy in BiH was also on the agenda, which was submitted by the Ministry of Foreign Trade and Economic Relations. However, the proposal was rejected unanimously by the GB members.

The Indirect Taxation Authority Governing Board held its 94th session on Friday, 28th of November 2008 in Sarajevo.
The ITA Governing Board on its 94th session adopted the Rules of Procedure for the work of the Indirect Taxation Authority Governing Board and decided to have its seat in Mostar. The previous Rules of Procedure shall be put out of force by adopting this new one.
Book of Rules on Internal Organisation and Systematisation of job posts of the Units within the ITA GB was also adopted and four Units were established: Chairman’s Office, Legal Unit, Macroeconomic Analysis Unit and Final Consumption Unit.
The ITA Governing Board gave its consent to Amendments and Supplements to the Law on VAT, by which the projects with EU financial assistance to BiH through Instruments for Pre-Accession Assistance (IPA funds) are exempted from the payment of VAT. The exemption from the payment of VAT is related solely to projects from IPA funds, while supplying with the goods and services from the other projects of international assistance to BiH is still subject to refund of paid VAT.
Consent was also given to Supplement to the Law on Customs Tariff of BiH, by which it was foreseen the introduction of tariff quote for import of 50.000 tons of sugar for refinement without paying the customs duties. The main reason for this is the need to enable approximately the same working conditions for domestic sugar producers as the ones that sugar producers in the CEFTA signatory countries have, and in that way increase the usage of installed domestic capacities and competitiveness of domestic producers.
The Governing Board also gave its consent to the proposal of Decision on Harmonizing and Determining Customs Tariff for BiH for 2009.
Two decisions were adopted: Decision on costs of control of goods outside the working place and time of customs organ and Decision on supplement to the decision on forming the Working Group for drafting the implementing act for allocation of indirect tax revenues.
The next GB meeting will be scheduled very soon (probably within 7 days) and it was planned to discuss draft Law on Excise Duties in BiH.

Conference on "Public finances and fiscal management" takes place in Sarajevo |

With the aim to strengthen fiscal policy in Bosnia and Herzegovina, EUFPS (European Union Fiscal Policy Support to Bosnia and Herzegovina), an EU funded project organized the conference on “Public finances and fiscal management” from July 1st to July 5th, 2008. The conference gathered together leading international experts and representatives of institutions, who share their experiences on government financial statistics, macroeconomic and fiscal forecasts, budget coordination, fiscal rules, taxation, expenditures, and assessment of fiscal policy and fiscal sustainability.
In presence of officials from the Ministry of Finance and Treasury of BiH, the Conference was opened by Mr. Marc Vanbrabant, first advisor in European Commision Delegation to BiH. Development of fiscal monitoring mechanisms, adequate environment for institutional cooperation within the framework of National Fiscal Council, permanent formula for allocation of revenues from indirect taxes, are pre-requirements that BiH has to fulfill for partnership with EU, said Mr. Vanbrabant. He expressed his pleasure with the progress that BiH made in the field of fiscal prudence and fiscal sustainability.
Boris Petkov, EUFPS team leader, expressed his thanks to the EC Delegation to BiH for financial assistance and underlined that adoption of the Law on Fiscal Council represents positive step in improving coordination and implementation of strong fiscal policy in entire country.
There were more than 50 representatives from the Ministry of Finance and Treasury of BiH, F BiH Ministry of Finance, RS Ministry of Finance, Directorate for Finance from Brcko District, BiH Central Bank, Directorate for Economic Planning of the Council of Ministers, representatives of international institutions and projects, professors and lecturers from a number of European countries. Prof. Dr. Paul Bernard Spahn gave a well visited lecture on problems in macroeconomic forecasting in BiH.
Representatives of Macroeconomic Analysis Unit from ITA Governing Board also actively participated in the conference. Dinka Antić, MSc, discussed on issues of fiscal coordination and evolution of fiscal federalism in BiH in the context of world trends. Mirela Kadić had presentation on the topic “Monthly fiscal reporting and monitoring”, carried out by the Unit. She emphasized importance of interventions of the Fiscal Council in passing the Rulebook and other bylaws, which will regulated scope and deadlines of reporting to MAU, ensure uniform application of international standards for fiscal reporting in BiH and international comparability of fiscal statistics with EU and other countries. Aleksandra Regoje, macroeconomist in the Unit, presented the process of revenue projections for indirect taxes, preparation of budget framework paper (BFP) at state, entity and District level. She also underlined the role of the Macroeconomic Analysis Unit in work of the Budget Coordination Board.

Sarajevo, June 24, 2008 – In its Preliminary Conclusions of the IMF Mission relating to Article IV Consultation the IMF mission welcomes the establishment of the Fiscal Council and encourages the authorities to make it operational as soon as possible. This will require putting in place a number of important elements, including harmonizing the budget calendars; establishing a comprehensive, timely, and transparent reporting of budget and execution data; and mandating all levels of government to provide such data to MAU on a uniform and consistent basis.

Neum, May 29 to 31, 2008 – In organization of the consulting agency “Revicon” from Sarajevo, IX. International symposium was organized in Neum on the topic “Competitiveness and European path of Bosnia and Herzegovina”. The conference was opened by Mr. Željko Komšić, member of BiH Presidency, and Mr. Kemal Kozarić, governor of BiH Central Bank who also addressed to the participants. He emphasized impact of financial stability on competitiveness of BiH companies. In the section “Taxes”, lectures were given on impact of direct and indirect taxes and different system arrangements in BiH, neighboring countries and European Union on competitiveness of companies. Revicon experts presented comparative analysis of legal framework for reform of profit and income taxation in the Federation of BiH and Republika Srpska. Ms. Zdravka Barac, tax advisor from Croatia, presented comparative analysis of certain VAT segments in Croatia and BiH. Within the same section, Mr. Dinko Ćorluka, assistant director for taxes in ITA, gave a lecture on economic, fiscal, legal and operational aspects of comprehensive introduction of fiscal cash registers in BiH and Dinka Antić, Msc, head of Macroeconomic Analysis Unit gave a presentation on “Reflections of redesigned EU VAT system on Bosnia and Herzegovina”. She underlined that a competitiveness of companies is one of key goals of the EU strategy until 2020, and EU is redesigning legal framework of VAT system in order to remove all barriers that jeopardize competitiveness and implementation of “four freedoms” in EU. Selection of European path for BiH imposes a need to continually harmonize domestic legal framework for VAT system in BiH with European legal framework and standards.

Coordination Group for preparation of budget framework paper and annual budgets in BiH started its activities on preparation of budgets for BiH Institutions, entities and Brcko District for 2009. Coordination group has been active since 2006 and it comprises of Assistant Finance Ministers from the State and Entities, Head of Budget and Finance Department from Brcko District, Director of EPPU and Head of Macroeconomic Analysis Unit as technical support. Since this Group was primarily formed to provide support to more efficient medium term budget planning in BiH with advices and recommendations to the Fiscal Council, it is expected that status and tasks of the Coordination Group will be formalized in passing the Law on Fiscal Council. Fiscal coordination between all levels of administration is a challenge for fiscal authorities and fiscal sustainability of BiH. Project for Strengthening Public Expenditure Management in BiH (PKF), which is funded by DFID, provides an active support to establishment of BPF Coordination Group. The project also played the key role in establishment of coordination between different levels of authorities in BiH in terms of preparation of budgets for BiH and entities on basis of harmonized budget calendar and common inputs and parameters.

BiH Ministry of Foreign Trade and Economic Relations with a support from the EU funded project - Developing Trade Policy and Related Capacity in Bosnia and Herzegovina (EU TPP) is working on establishment of trade model, which will help in defining and running BiH foreign trade policy. The aforementioned model requires creation of a database. This was the reason for initiative to establish the Statistics Coordination Group, which should cover all relevant producers and users of statistical data.
First meeting of the Coordination Statistics Group took place in the Ministry of Foreign Trade and Economic Relations and it included: BiH Statistics Agency, Central Bank, Indirect Taxation Authority, Macroeconomic Analysis Unit of the ITA Governing Group, Directorate for Economic Planning, Federal Bureau of Statistics from the Federation of BiH, RS Institute of Statistics and Foreign Trade Commerce. Basic task of this group is to assess current situation on procedures of statistics reporting and what data should they regularly send to the Ministry for the purpose of trade model.. Ms. Carmen Fratita, representative of EU TTP, emphasized importance of coherent trade policy that will be appropriate to conditions of global trade system and adequately recognize BiH comparative advantages. Memorandum of Understanding will be signed at the next meeting of the Statistics Coordination Group. The Group will also discuss report on assessment of preliminary models, which is prepared by EU TTP.

In the aim to implement the last phase in establishing the system for monthly reporting for revenues and expenditures of all administration levels in BiH, the Unit had initial meeting with the representatives of extra budgetary funds in Bosnia and Herzegovina . The Unit's work up to now was presented at the meeting as well as concept of reporting for all administration levels in the country through standard form via Internet.\r\nRepresentatives from funds expressed the problems that they are facing with in the work due to disharmonized financial reporting, budget codes and framework of accounts. There are huge differences in financial reporting of institutions/services between cantons. There is a need for coordination and harmonization in reporting in the view of harmonizing reporting format for different levels (canton, entity, IMF and Unit. There is also urgent need for making special rules for financial planning and framework of accounts for extra budgetary funds since the accounting of funds significantly differs from budgetary accounting. The Unit underlined a need to include all extra budgetary funds into the system before the end of the year. It is also the request of the Fiscal Council, international community in BiH and one of the conditions for new stand by arrangement with IMF. Being aware of short deadline for submission of monthly data for the last five months in 2006, the Unit agreed on submission of data successively until the end of August. After this, there should be regular monthly dynamics in submission of data.\r\n\r\nThere were directors or heads of finance departmens present from 24 extra budgetary funds. Consultans of EC project also adressed to those representatives. Aim of this project is to strengthen fiscal policy in BiH, which includes active work on haromonization of the reporting system for all administration levels and defining legal framework. The Unit would like to express thanks to the Foreign Trade Chamber for the conference room and technical equipment.
